Fractional Chief AI Officer vs a Full-Time AI Builder: What Each Does, Costs and When It Fits (2026)
A fractional chief AI officer is a part-time AI executive who sets strategy, governance and priorities, usually one to three days a week. Firms that sell the service publish rates from about $2,000 to $30,000 a month. That's the right buy when you need direction and have people to build. If nobody would build what they decide, hire the builder first.

Jump to: what the role does, what it costs, when it fits, or using both.
The chief AI officer is now a government requirement. In April 2025, the White House Office of Management and Budget told every federal agency to "retain or designate a Chief AI Officer" within 60 days (OMB M-25-21). For companies that can't justify a full-time executive, there's a fractional version.
I get asked about this role by founders who've hit the same wall: they've bought the AI tools, they know AI matters, and nothing has changed in how the business runs. Some of them need a strategist. Most of them need a builder. This guide helps you tell which.
A note on the numbers: I only use rates from pages I opened, and I say who published each one. The firms publishing fractional CAIO rates are mostly the firms selling it, so treat their ranges as list prices, not market surveys.
01 · The Role
What does a chief AI officer do?
A chief AI officer decides where AI should create value in a company, sets the priorities and the rules for using it, and is accountable for moving the best ideas from experiments into daily operations. In practice that means a roadmap, governance and risk controls, vendor and build-or-buy decisions, and reporting results to leadership.
The federal definition is short: chief AI officers "promote AI innovation, adoption, and governance" (OMB M-25-21). Private-sector descriptions add detail. HatchWorks AI lists an AI roadmap tied to business goals, governance policies, use-case prioritization (including deciding what to drop), data strategy, vendor evaluation, change management and team assessment (HatchWorks AI). Fractionus adds moving work "from pilot into production" and leading the board conversation about AI (Fractionus).
Notice what's mostly missing from those lists: building. The CAIO decides and directs. Someone else wires the CRM to the inbox.
02 · Fractional
What is a fractional chief AI officer?
A fractional chief AI officer is an experienced AI leader who does the chief AI officer job part-time, for several companies at once, paid by retainer or day rate. Most engagements are one to three days a week, often starting with a 90-day plan: assess, build a roadmap and governance, then get the first two or three use cases moving.
Fractionus describes the usual commitment as "one to three days a week", with most companies starting "at 1-2 days per week for the first 90 days", charged as a day rate or a monthly retainer (Fractionus). HatchWorks AI lays out a 90-day engagement in three 30-day phases (HatchWorks AI). iternal.ai describes deliverables such as a roadmap of 15 to 20 scored use cases with two or three moved from pilot to production (iternal.ai).
03 · The Price
How much does a fractional chief AI officer cost?
Published rates for a fractional chief AI officer run from about $2,000 a month for light advisory work to $30,000 a month for two to three days a week. The middle of the market, roughly one day a week of strategy plus some execution, is $5,000 to $15,000 a month on the pages I checked.
| Publisher (date) | Tier | Monthly rate |
|---|---|---|
| Knight Ops (updated Sept 4, 2026) | Advisory only | $2,000 to $4,000 |
| Knight Ops | Strategy plus execution | $5,000 to $8,000 |
| Knight Ops | Intensive multi-department builds | $8,000 to $15,000 |
| iternal.ai (June 2026) | Advisory, about 2 days a month | $4,000 to $8,000 |
| iternal.ai | Embedded, about 1 day a week | $8,000 to $15,000 |
| iternal.ai | Intensive, 2 to 3 days a week | $15,000 to $30,000 |
| HatchWorks AI (Mar 31, 2026) | Fractional retainer, comparison table | $5,000 to $15,000 |

Sources: Knight Ops, iternal.ai, HatchWorks AI, all checked 2026-10-16; Pareto Talent's AI Operator price. HatchWorks' own text and FAQ give a wider $5,000 to $30,000 range than its table, and Knight Ops' FAQ quotes $7,500 to $20,000 for its own engagements; we show each firm's tier table.
The rates are close to each other once you compare like with like: days per month. A useful way to read them is per day of senior time. Whatever the number, ask what's delivered in the days you're paying for, and who builds it.
04 · Full-Time Salary
What is the salary of a chief AI officer?
A full-time chief AI officer's base salary is about $250,000 to $400,000 at a mid-size company, according to two firms that sell the fractional version, with first-year all-in cost of $350,000 to $750,000 or more once search fees, payroll taxes and benefits are counted.
- Knight Ops: base salary $250,000 to $400,000 at a $10 million to $100 million company; realistic first-year all-in cost $350,000 to $550,000, including a 20% to 30% search fee (Knight Ops).
- HatchWorks AI: base salary $250,000 to $400,000; total annual investment $400,000 to $750,000 or more (HatchWorks AI).
- iternal.ai, citing Glassdoor data from June 2026: a median base salary of $353,220 (iternal.ai).
For most companies under 50 people, that's not a real option. Which is exactly why the fractional version exists.
05 · When It Fits
When is a fractional chief AI officer the right choice?
A fractional chief AI officer is the right choice when you have people or a partner who can build, but no one senior deciding what AI should do, what it's allowed to touch and how to measure it. It's usually the wrong first hire for a small company where the real gap is that nobody builds anything.
HatchWorks AI names good fits as mid-market companies with $10 million to $500 million in revenue, organizations stuck in "pilot purgatory", companies under board or investor pressure on AI, and firms testing the role before a permanent hire (HatchWorks AI). I agree with that list. Here's how I'd decide:
| Your situation | Hire first |
|---|---|
| Regulated data, a board asking about AI risk, several teams experimenting | Fractional CAIO |
| An engineering or ops team ready to build, no agreed priorities | Fractional CAIO |
| Under 50 people, AI tools bought, nothing built | A full-time builder |
| You know the five things to automate; nobody has time | A full-time builder |
| Both: a growing company with risk to manage and work to ship | Both, with the builder doing the work |
The reframe I use for founders: an AI consultant writes the plan. An AI Operator is the consultant who stays and builds it. A fractional CAIO is a more senior version of the first. If your problem is the plan, buy the plan. If your problem is the doing, a plan won't fix it.
A strategy without a builder is a document.

06 · Both
Can you have both?
Yes, and for a growing company it's often the best setup. The fractional CAIO spends a few days a month on priorities, governance and measurement. A full-time builder turns those priorities into running automations and tools every week. The CAIO stops the builder building the wrong thing; the builder stops the strategy staying on paper.
What the builder side looks like with us: a certified AI Operator, full-time, inside your Slack and your tools. Every operator we certify finishes 40+ hours of training, then a 5-day final project where they build a full funnel with AI, scored on a 25-point rubric, plus an interview. They start with an AI Activation call to map how your business runs, then build and run: every run watched, every account in your name in an Ownership Binder, and a Friday Note with what shipped and what's next.
07 · Before You Sign
What should you ask a fractional chief AI officer before hiring one?
Ask how many days a month you get, what's delivered in the first 90 days, who builds what they recommend, how results are measured, who owns the documents and accounts they create, and what they've shipped for a company your size. If the answer to "who builds it" is "your team", make sure you have one.
- How many days a month, and what happens in each?
- What will exist at day 90 that doesn't exist today?
- Who builds what you recommend? Your people, a partner, or mine?
- How will we measure it: hours saved, revenue, cost?
- Who owns the roadmap, the prompts and the accounts if we stop?
- What have you shipped for a company of our size?
